Integrated Care Board (ICB)

Integrated Care Board (ICB) are groups of GPs and other Healthcare Professionals that are responsible for designing local health services In England. They will do this by commissioning or buying health and care services including:

  • Elective hospital care
  • Rehabilitation care
  • Urgent and emergency care
  • Most community health services
  • Mental health and learning disability services

In Hampshire and Isle of Wight, our central focus is on ensuring our residents receive the best possible care and lead independent, healthy lives, as we work ever more closely and collaboratively.

The creation of the Integrated Care Board marks a new milestone for the NHS and paves the way for us to transform how we work and to deliver our ambitions for our communities.

Our success will be measured by the improvements we deliver in population health, quality of care and equity of access and this cannot be delivered through a change in organisational structures alone.

Four ‘place’ partnerships

In each of our four place-based partnerships – Hampshire, Isle of Wight, Portsmouth and Southampton – integrated teams (including local authority, Integrated Care Board, provider, and voluntary partners) come together to understand the needs of their population, agree plans to meet those needs, develop strong partnerships and implement solutions. The Integrated Care Board delegates local decision-making for key NHS services to each of these partnerships.

Provider-led healthcare delivery system

Health and care providers work individually and together through Primary Care Networks and provider collaboratives in each local delivery system (North and Mid Hampshire, Portsmouth and South East Hampshire, Southampton and South West Hampshire and Isle of Wight) and at the scale of Hampshire and Isle of Wight (ie: acute and mental health collaboratives) to plan, co-ordinate and deliver integrated care for the population.

They will lead the transformation of some of our services as appropriate, supporting us to work differently across the local health and care system for the benefit of people in the communities we serve.
